The Hon. Constance Russell is an accomplished attorney with more than two decades of experience serving as a state circuit court judge on the Fulton County Superior Court, Atlanta Judicial Circuit. Fulton Superior Court is a general jurisdiction trial court. During her tenure on the bench, Judge Russell presided over some of the most complex civil litigation cases in the circuit including several that required weeks of testimony and millions of dollars in damages.

Judge Russell has issued rulings at all stages of litigation on matters involving arbitration enforcement, discrimination & harassment claims, retaliation claims, employment and contract disputes, wage & hour, class and collective actions, workers compensation claims, product liability, corporate compliance, insurance coverage, data privacy, and a wide variety of tort claims, including products liability and wrongful death.

Before joining the bench, Judge Russell practiced civil litigation and served as an assistant district attorney in Fulton County, Georgia. Judge Russell is authorized to practice law in all Georgia trial and appellate courts, the Northern District of Georgia, the Eleventh Circuit, and the U.S. Supreme Court. She is a current member of the City of Atlanta Civil Service Board.
  • Presided over a docket that included an average of 200 litigation cases a month.

  • Managed the litigation process, ensuring parties, witnesses and juries followed proper procedure during all stages of the proceedings, from filing through trial and post judgment activities.

  • Regularly presided over and ruled on oral arguments involving issues ranging from evidentiary disputes, interpretation of state and federal statutes to resolution of state and federal constitutional issues.

  • Ruled on multifaceted issues of law involving evidence, procedure, contracts, personal injury, products liability, corporate governance, civil rights, voting rights, affirmative action, state and federal constitutional law requiring both a comprehensive analysis and complete understanding of factual and legal issues.

  • Rendered decisions on a broad range of procedural and substantive motions including, discovery, arbitration enforcement, Daubert, summary judgment and motions for new trial.

  • Facilitated case evaluation and settlement negotiations involving multiple parties and millions of dollars in potential damages.

  • Presided over hundreds of jury trials, counseled attorneys and prepared jury instructions, ensuring a fair and just process in the courtroom and over the course of extended litigation.
